Regulation 3 of the Town and Country Planning General Regulations 1992 relates to planning applications which are made by a planning authority and says that they can usually be determined by the authority concerned. For example development on school sites (ie sites owned by the Council) would usually fall within this category, meaning that the Council can make a decision on such planning applications.
